That's the EMP (Experience Music Project), Donna, and you're right, it does look like a roll of duct tape. It's actually a pretty cool place to visit but I think I read that its considered one of the world's 10 ugliest buildings...

I was there in October for the Sweet Adelines International Competition. A group of us went to the top of the Space Needle and sang! It was awesome!
